It’s an image board for anonymous shitposting. They have different sub-forums to discuss anything and everything.
All kinds users hang out there, and are known for pulling pranks on other Internet users (I forget when, but one group managed to trick young feminists into wetting themselves on camera to “show solidarity” to rape victims. Fucking lol). They earned themselves the reputation of being the biggest supervillains of the Internet.
If tumblr was the congregation of where the most hardcore of SJW’s gathered, then 4chan is its antithesis.
In 2014 tumblr tried to “take down” 4chan and well… They got more then bargained for, to spare you the sordid details (4chan has VERY NSFW images. Don’t ever browse it if you’re in a public setting or use a shared device; there are no filters).
Probably set a bad first impression, lol. It’s more like 4chan allow a lot of freedom in terms of what you can post. They just have a high tolerance for 18+ material.
Admittedly, I don’t think we have such rules, either. It’s simply mutually agreed upon between users not to post anything that’s obviously inappropriate.
I think Apollo just meant image and meme posting in the same format, sort of like this:
