False advertising? (TLOU2)

Is the Last of Us Part 2 false advertising? Now, this does contain spoilers so you have been warned!

Now, I’m guessing the people who are reading are aware of this “gem” of a game. But now I’m wondering if the Last of Us Part 2 contains false advertising as I’ve said before. How is this? Well, as you know, Joel is seen in the trailer, looks like your going to play as him for more than a few minutes? No. He’s seen interacting with Ellie though out the game but still no. They replaced him with another character! So it just me or is that false advertising? It is in my country anyway! And I’m pretty sure that’s illegal in the EU as well!
