If you’re looking for DC heroes who aren’t supers (or at least not crazy powerful like Superman, the Flash, Wonder Woman, etc.) then I’d look into some Detective Comics, Green Arrow, Red Hood and the Outlaws, Suicide Squad, Gotham City Sirens (Pre-New 52 era), Nightwing (New 52-on) Hawk and Dove (New 52), Deathstroke, and Catwoman just to name a few. If you start any of these from the beginning of the DC Rebirth era then you’re going to get consistently solid books, and I’d go so far as to say that Catwoman and Nightwing have been solid since New 52.
