What system is the game using?
It’s using a 2d10 system that I and a colleague of mine developed. Here’s a video explaining the basic mechanics of it.

You get spell points if your oponent casts a spell? What if you are not a caster?
That’s heat actually and there’s no magic per se. Heat abilities are basically your ‘Holy shit I need an out!’ moves that could damage your enemies big time. But as I said in the video be careful if you use any heat abilities because you’ll be giving your enemies heat points if you do. I would say the closest thing to ‘magic’ would be reflex abilities because you can bank reflex points whenever you roll doubles and they’re cumulative unlike heat where it resets to five points every battle.
As far as being a ‘caster’, nah you don’t have to worry about that because a good amount of combat specialties you can learn will have some heat abilities.
